What are the Good Procedure To Increase The Page Ranking While Doing SEO?
I am working on City Local. I want to do SEO for this site. What I have to do?

Hows that for a self regulating forum  Welcome aboard City Local, so I assume you have bought the franchise for Ireland? I thought City Local was like another "The Best Of" basically a franchise factory promising franchisee's an annual revenue based on flogging so many adverts per month in your particular area. In that case, isn't the parent company responsible for SEO, and thats part of your franchise agreement? Or are you expected to do this yourself, and do you have access to your code so you can make on-page changes? Otherwise you are looking at off page SEO/SEM, such as link building, articles, business directories etc. Be interested to hear more about you, always fascinated with business directories

Looks like someone has hired an "bunny ears" SEO Company and they are going around dropping links.
