The truth is always a good answer and saying that you "want/need change" from one organization to another is truthful, but ambiguous.

This appears to be a question of motivation - the answer you give will show the interviewer how you are motivated. Don't think that is always the case plus its not likely to come off well in a interview if you openly say that is the reason even if its true. Have to be diplomatic in the way you answer this question as a number of the real reasons might not give a good impression to the interviewer but at the same time we're sure that a lot of interviewers have had a lot of the generic diplomatic answers over and over again.

Potential for growth or just needing a new environment seem to be two of the most likely reasons for change. It doesn't necessarily mean the employee is unhappy with management or coworkers, sometimes it's simply wanting to switch things up.
