Default Does VAT applied for non UK website

Does foreign companies that have a website hosted in their country outside UK/EU and accepting payments in GBP/Euro currency from UK/EU residents are required to bare VAT? (e.g. a web hosting company)

No. This is dependent on the country on where the service is provided so if a company in the US was to provide web hosting for clients in the UK then there there would no VAT to bare.
