You can use it as part of your overall strategy for linkbuilding, such as directories, forums, writing your own articles, or simply creating great content that people want to link to for free.. It's easy to get carried away and end up spending money all over the shop, so work out an
SEO plan, and monitor your progress.
Services like Albys will give you valuable inbound links from things like articles, and google news. Some links (such as news feeds) will be quick fix, and then prob reduce in value, but some article links will last.
Me personally, for the cost, I think it's a good way to generate quality links, but its down to your own marketing plan, budget, perceived value etc.
